Doosan Heavy Embarks on Blue Hydrogen Production Together with Changwon City

- Korea’s first blue hydrogen plant scheduled to be built by 2023

Doosan Heavy Industries & Construction announced on December 3rd that it had signed a “MoU on Hydrogen Liquefaction Plant CCUS Project Implementation at Changwon National Industrial Complex” with Hychangwon Co. The signing ceremony that was held at Changwon City Hall was attended by Changwon City Mayor Seong-Mu Heo, Hychangwon’s CEO Jung-Han Baek and Doosan Heavy’s President & COO Yeonin Jung, among others.


With the signing of this MoU, Doosan will be applying the CCUS (Carbon Capture, Utilization & Storage) technology at the Changwon Hydrogen Liquefaction Plant, for which construction was initiated this past July 28th.  The CCUS technology, which is used to capture carbon emissions generated from the hydrogen production process, is a technology that is essential for the production of blue hydrogen.  Doosan will be taking on the overall engineering, manufacturing, construction and operation work required in the process of the CCUS technology adoption. Changwon City will be  handling the administrative work, such as the related investments and project financings, while Hychangwon will be responsible for the CO2 supply and additional support needed at the hydrogen liquefaction plant.

By setting up a facility for performing liquidation of captured CO2, Doosan aims to have Korea’s first blue hydrogen plant constructed by 2023. This plant will have the daily capacity to produce 5 tons of blue hydrogen and 48 tons of liquid CO2, which are to be supplied to hydrogen fueling stations and gas manufacturers respectively.


“Embarking on this project of building Korea’s first blue hydrogen plant together with Changwon City and Hychangwon holds much significance for us,” said Yeonin Jung, Doosan Heavy’s President & COO.  He added, “With the signing of this MoU, we plan to contribute to the promotion of the local hydrogen industry and the establishment of a solid foundation for eco-friendly blue hydrogen production.”

At the 4th Hydrogen Economy Committee meeting that was convened on November 26th to support the vision of “Achieving Carbon Neutrality by 2050” and “Becoming a Hydrogen-Leading Nation,” the South Korean government reviewed five related agenda items. Included among the agenda items was the “1st Basic Plan for Hydrogen Economy Implementation,” a plan that aims at achieving the goal of annually supplying 27.9 million tons of clean hydrogen by 2050.
